I see. Well, as it stands, that didn't come to pass and he remains unplayable in the actual prototype build. Although, if the main menu background is any indication, it would appear that the devs were considering making CHUCKIE the playable All Grown Up! representative instead of Tommy, since he appears with the other playable characters instead.

The text file the game uses and .lvl which control level mission logic shows that he was GOING to be playable and take pictures of characters for a scrapbook but the available prototype didn't get that far. He could have made it to playable in like an Xbox build since a dev once said that platform had the most work done for it.

No, he wasn't. I saw Mike's Toon Town's video of the prototype and Tommy is NOT playable at all, nor are any of the other All Grown Up! characters. Him being in this category is a lie.
