I don't know enough about the game's structure to give a good answer. As long as you aren't having to break models into pieces to fit your plan and aren't exceeding the file size limit, that could be fine. And again, reusable distinct assets such as trees, buildings, etc. should be submitted separately.
So splitting the map up by streets/towns/districs like: Vinewood, La Mesa, Mirror Park, RockFord hills, ect.
Could that work or no?

Submitting the entire city is likely not even possible. This is a modern game with HD textures and good-quality environments. If you try to fit everything together, you'll definitely exceed the 250MB file size limit.
Also, I imagine this game builds its game worlds from a lot of modular buildings, trees, and other pieces. We don't accept rips that have been manually assembled from various parts, so it's better to submit those pieces separately or in logical groups.

Hey RTB, I have recently gained the knowledge to let me Rip the models from GTA V. I'm working on a small map rip right now, but I wanted to ask if I should rip small portions as uploads, or the whole map, because I could do both!
I think with the way the map works though, I'd have to rip the entirety of San Andreas. (Which I am happy to do as it is super cool.)
