He looks like if a wet fart tried to become a frog then quit halfway through and decided to become a trash goblin.
I finally realized what his face looks like: Murfy from Rayman. Fitting, considering the game's a shameless Rayman 2 knockoff.

Why couldn't they just keep the Swampy's Revenge design? What's worse than that, he has a Cool Cat (as in the fursuit abomination) voice.
Also technically they DID use this design in the following installment, it was just a GBA game (and really only in the artwork). Followed by a GBA counterpart to THIS game.
