In any case, he looks a lot like a buff version of Rolf from Ed, Edd, n' Eddy.
Wait, apparently storyboards for the show attribute this character to a different name. Is there a source to Snark being his name in this game? I looked at footage and can't find him being named at all. Behind the Voice Actors backs up the Snark name, but they may have sourced it from here for all I know. The manual only calls him "one of Torgue's thugs" (misspelling Torque's name as well). I even checked footage of the GBC version as well and he appears to be unnamed there too.
This is such a random character to feature alongside the show's important villains as a boss. AFAIK he appeared in a single episode, as one of many common thugs who appear throughout it. And they significantly changed his design on top of that, down to the outfit and even skin tone.
