My best guess is that the game was produced very early on on production, most likely matching promo shoots of the mystery inc to model them after. The Black Knight Ghost and Eyeball Monster look very close to the film so the CGI was completed quicker for them, or concept art, as Scooby's 'mutations' are only similar to the final film. And due to the change of effects studios, many monsters that were planned to come alive didn't due to time constraints, resulting in some of these monsters looking closer to the cartoons, and some that only appear in the movie.
how very interesting, the gang look like they took photos of the actor's faces, but the enemies actually look like the cartoon characters.
I used to have this game on a disc, but the installer would always fail...
