Why even add this track then?
My guess is that the Mario Kart 8 engine wasn't designed for dynamic course lighting. Lighting is baked onto the course geometry as textures, and course light settings may be entirely static. I imagine they even tried implementing the light changing and the effect didn't look good enough due to said constraints, so they opted to leave it out.
If Prism Tower and Gaur Plain from Smash bros. Ultimate could do day cycles, why couldn't this?

This is incredible looking for a booster course pass track. Too bad this track lost its sunset gimmick anyway
