@MegaDrive2000 because making deep cuts and pulling lesser known Mario characters into the spotlight to fill those slots is considered too "risky" and they prefer expanding the roster while staying within the same few characters everyone recognizes -_-
I still don't understand why they made the fire suits their own characters. Possibly for that sweet, sweet gacha money.
