Don't worry, I'll pass your complaint onto Nintendo. They'll patch Pocket Camp so that you can reverse engineer their game and use their models as your own much more easily.
Yeah back when VRChat never really needed shoulder bones or neck, they were optional.
That's your own problem with VRchat, the rig itself is the official one and it works fine.
i had to fix the rig of this myself. it doesnt have enough arm bones so you cant use it in VRchat unless you add an extra bone to each arm
