I mean, yeah, kinda, but its vector math is brutal to say the least. If you are looking for an example of this, look up Elite on the NES

Not sure. Dsiware isn't screen rippable and apicula can't detect them. They're compressed so they need a special tool.

How in the name of monochromatic color palettes is this possible!?
Oh yeah, an easy way to animate the multi frame stuff (and how i usually do it), import all the frames in blender, select frame0 (make sure its the active model in the scene list), and select the last frame down the list to select the rest as non-active. then in the data tab, under shape keys, click the "shape keys specials" drop-down and then click "join as shapes". now you can keyframe the shape keys to animate the model!
