I agree completely with you, the models are just a modified NSBMD format, I suspect the same mangled format used in Diddy Kong Racing DS but I'm not sure.
I'll never understand the logic behind declaring static models as "useless". At the very least, you now have something to work with; a base model. Sure, it may not be rigged, but having the actual meshes at your disposal is far better than having nothing at all. It's also a bit disrespectful to the submitters themselves.
These are far from useless. Different developers use different file formats, so sometimes tools for those formats are unavailable and screen-ripped models (like these) are the best we can hope for right now.
These models are... pretty useless, ey? Technically you could rig 'em but they aren't in any sort of conventional pose, say a T-pose, that'd easily allow for that. Why in the world were they ripped like this?!
