"What legal troubles?" Uh... the thing I quoted in my reply to you. Supposedly, Meta Runner's characters are affiliated with Glitch's Super Mario parody. That's what I'm referring to. I'm not against further inclusions for this game, for the record; I'm speculating as to why Tari would be left out. There are still ties to a Nintendo IP, even if the story is original.

What legal troubles? Tari is 100% a Glitch Productions IP. Meta Runner did have merch when the show was brand new, but it was mostly limited time stuff.
It just seems strange to not feature Glitch production's very first animated series when it's pretty much the root of the company' success.

This game was made in conjunction with some exclusive merchandise of the characters in racing gear. As far as I know, Meta Runner doesn't really have merch. Wikipedia says "The series follows characters originally created for the Super Mario parody web series SMG4." I imagine they left it alone to avoid any possible legal troubles with Nintendo nowadays. The chibi-looking version of Tari sorta looks like a Mario character, too – I, for one, thought her hair bang was based off of Rosalina.
