Close. It is very similar, but without the Team Skull stuff. In fact, I'm pretty sure it's literally meant to be ex-Skull Grunts, seeing as they appear throughout the game even before that one cutscene where the grunts run offscreen and come back with these models.
Isn't this the same model as the team skull grunt?
