I would assume Rotom Dex isn't capable of fighting because it's power is being used to a greater extent compared to his other forms. Rather than just inhabiting a device and using it's abilities to modify it's own powers, the Pokedex is specifically designed to house it and take advantage of it's abilities and powers. Worst case scenario, it'd probably have to jump out of the Pokedex and fight in it's base form.

also there is a Pokémon card that is a WASHING MACHINE version of rotom, so it would make sense if rotom dex could do pokémon moves. (https://assets.pokemon.com/assets/cms2/img/cards/web/SM5/SM5_EN_40.png)
