you'd be right, I checked the repoizer itself and it's mapped to his hand bone. even more, it looks like they forgot to select a part of the repoizer when they decided to separate it from his main model. you can even kind of see it in the right hand on the thumbnail 
One of his hands look odd, I'm guessing the developers had him hold something (his repo gun) before eventually putting him back in his T-Pose, but forgot some of his fingers.
