I assume it was a Rex situation where the games were a bit too close together developmentally for Inkling to be considered.
I mean, to be fair, they did have Mii Fighter costumes. And besides, Ryu, Cloud, Bayonetta, and Corrin were good additions as DLC.
At the very least, they got to be playable in Ultimate, so there's that.
