I heard that this game apparently uses the same engine as Smash Bros Brawl

I have all the character files dumped, I'll get through ripping them for y'all. Stay tuned

It's possibly because of one of these 3 theories I have.
1: Possibly to promote Rabbids Go Home as it was coming out the same year.
2: They made a Rabbid as a joke character and it would take up less time and resources to make Rabbid reskins (Even if they play differently) than to add more unique and popular TMNT characters to fill the roster.
Or 3: It was a cheap and shameless business decision on Ubisoft's part to promote the Rabbids (and perhaps Rayman and Splinter Cell) brand as a whole.
It still sucks though. This game is pretty dire for something made to "celebrate" 25 years of TMNT.

I still don't understand why this game has three Rabbids in it. Especially since those slots could have gone to more TMNT characters like Leatherhead or Hun.
If it wouldn't for the rabbids.
