(spoiler warning) In Mother 3 he says he didn't age like a normal person, that caused him to mostly look like he did in Mother 2 but with some older characteristics like white/grey hair and facial hair, his skin also looks pretty weird but I don't know if that is a result of him travelling through space, or if it`s a reflex of how his skin changed colors when he was possed by Giygas in Mother 2 and because he was never defeated like other people that were also possed by Giygas, his skin migh never have come back to it`s natural color (I personally belive more in the latter).
As someone who played mother 3, the design is accurate.
i genuinely cannot tell if porky has a moustache or not
