It is not. The differences are subtle, but they are not the same.
Correct me if I'm wrong, but I believe this model is one-to-one with the Super Mario Galaxy model.
EDIT: I've compared the two models, and indeed, the differences are very subtle, but they share the same mesh geometry and UV mapping, so they're practically identical. Galaxy had two separate models for the head and body, while Kart combines the two models into a singular model. In the rest pose, the poles are retracted in Galaxy, while they're extended in Kart. The texture also has a difference in that the drill's part of the texture shares the same red background as the other things' parts of the texture in Galaxy, whereas Kart has a grey background for it.
