I guess that's a recurring thing with models from this game then, since i had to fix the same problem on the Baby Luigi rig that i used as a basis for my Baby Waluigi. The problem is entirely in the ordering of the bone parenting, if you re-parent them to an order that makes more sense it's fixed. But it's trial and error since the bones are named with numbers.
His arms are completely broken when I rotate the bones
