This character is supposed to be the same man from the NES game Golf. But the one who appeared in that game was Mario, right? Well, here's the thing. Very early on the creation of the character, when Miyamoto was developing the Donkey Kong arcade back in 1981, the first name that he gave to the protagonist was "Ossan". This name would be changed to Mr. Video on later releases, then Jumpman when the game was brought to America, and was changed for the last time to Mario in the sequel, Donkey Kong Jr.

So yes, this guy is a very, very twisted version of Mario.
