@lmsimpson08 The models in Portable Ops are heavily compressed, they made the hands and shoes worse. The models don’t even have mouths or eyelids, it’s just a flat texture to save space. If you want to mod these into Brawl then you should try ripping the Metal Gear Solid 3 version of this model. For the sneaking suit version that’s exclusive to Portable Ops you should replace the head with the Metal Gear Solid 3 head because it’s more detailed and was actually used for Solid Snake’s Brawl model, the hands and feet will need to be modified a little so they are more detailed, use the sneaking suit from Metal Gear Solid 2 and Metal Gear Solid 3 as reference.
I bet this could be modded into Brawl.

I just realized that this model is missing part of the bandanna. It’s probably a separate model because of the bandanna physics that are in the game.
I’m pretty sure this model is from Metal Gear Solid 3 but because it’s on PSP it’s compressed.
