LODs are not a "thing" they still happen to this day.
its a common technique to save on resources. because whats the point of preserving detail at high distance if the player wont see it anyway?
and in the age of PS1/N64 it didnt matter if it looked ugly. there's a point where perfomance matters more than the looks, so corners have to be cut.

Low poly on a game that already has low poly models is frightening.
I never understand why low poly was a thing. Sure it saves in memory, or whatever reason, but they just look plain ugly.
