Classic Sonic couldn't speak presumably because SEGA wanted to harken back to the days where Sonic was mute in his games, even though that was more of a technical restriction than anything, but allowed Classic Tails to talk because he's the smart one and they needed some way to give exposition from the Classic side of things.
But its wierd Classic Sonic couldnt talk but at the events of Sonic Adventure he learned
