Weird to say, considering Stories is a prequel
Rockstar literally gave him plastic surgery when he became a playable character in Vice City Stories
Yeah, but Victor had a earlier model that actually looked more like his Vice City appearance albeit being much younger looking. His final design barely resembles the way he looked in Vice City.
