He was originally planned to be a murderer in Act "The Murderer on the Owl Express" in chapter Battle of 2 Birds ( i forgot how it was called, sorry ), but for some reason this idea was cancelled, he can only be seen as frozen statue in Eileen`s (or Vanessa`s) Manor, along with some other cut characters and ideas.
And yeah, they`re frozen too.
