can confirm that the dae file doesn't import correctly, the problem is that some lines of the dae file don't include the texcoord attribute. to fix this, open blender via command line and import the dae to see what error shows up in console. then open the dae file in a text editor and go to the line mentioned in the console and add texcoord="Scroll"/> to the end (it should match with other similar lines)
Re-downloaded and checked in both 2.79b and 2.82; it all works for me.
wont import into Blender the DAE is corrupted
