Isn't Yoshi being controllable as a mount enough for him to count as playable?
It's not a matter of being lazy, it's about console resources. The game would probably start to chug if you had 150 Hammer Bros. on screen at once, all throwing multiple hammers. If anything, creating sprites for all of the enemies and objects required more effort than just reusing the models.
Its sad that Yoshi is one of the only models in the NSMBU Style, Nintendo is really getting lazy.
