There are some weight issues with the vertices that I would normally not allow, but it was better than the bones being entirely broken.
Reripped the model, the bones should work now.

This group of models should be renamed to "Kittens" because that name for them is officially confirmed by their spirit in Smash Bros. Ultimate, but you could also infer it by the fact that there are calico cat parents who have normal-sized calico children.
