It isn't Cyrillic at all, it's the made-up Inkling language. That kind of lettering is plastered all over the game, from signs to clothing and even real world brands like Tower Records are converted into it.
Its a old Lamborghini SUV full cab LM, seems like it's based on some earlier builds maybe even prototypes. With a generic flat bonnet, square lights following the outline design cues rather then the final ones which were circle lights. Custom bumper too. The grill even have a reverse L on it. Also the suspension position is quite weird as in it's quite slammed down for some reason.
Some pages mention it that it could be a Mercedes-Benz G-Klasse but it's still way too different and quite wide for that car, also it's still way too different then a Hummer ironically it's wide tho but still not quite a Hummer especially not a H2.
At first glance it reminded me one of the UAZ military offroaders like the 969M but those have more of a pointy nose then this one. Other then that those are also quite boxy. Then checking some photos I have around found that it is rather the 1st mentioned Lambo, nicknamed "The Rambo Lambo" ...
Only now I realized the text on the wheels seem Cyrillic but I cant understand what it could be for the life of me its way too warped and bolded up. So idk might be some Rus vehicle after all.
