She looks like a Terminator
it also seems rushed, because this is a duplicate of the inkling model, except with compressed ears and they erased the center of the eyelids. and the weights on the hair are literally selected faces, no smooth gradient or anything
i'm guessing the lack of polygons is because there's never a point where enemy octolings sit still long enough for you to examine their models in detail. space saving measure i guess. the higher poly gear and high poly head probably mask it as well and tricks you into thinking the main body is more polygonal than it really is.
again, just assumptions. i know very little about models in general i just use them to mess around in blender lol
