@Hell Inspector the developers of this game purchase an Popeye model from TurboSquid by 3dmpro.
they used Mixamo for the animations according TCRF

Funny thing about spinach is that it wasn't a thing he used as a power up in the original comics. It didn't show up until one strip featured him eating raw leaves off a random lady's crops while mentioning the health benefits to her.
