From what I remember reading, King Features Syndicate thought Bluto was a Fleischer Studios creation and made Brutus as a compromise when they produced the 60s animated series, until it was discovered Bluto debuted in the comics first after all.
Leading to having both existing in the comics and other Popeye media.

Basically, Bluto and Brutus were the same character using different names for licensing reasons with slightly different designs because of the different animation styles and studios over the years. By the time the issues became a non-issue, they decided to introduce Brutus as Bluto's brother as a nod to the discrepancy.
And for some reason, Bluto is STILL getting mis-named as Brutus to this day. For the record, Bluto is typically the comic iteration and Brutus is typically the animated iteration but Bluto is the more commonly known name due to it being used in more iconic works.

Thank you, @Dolphman!
I knew there were some comics that made them relatives, but I didn't know if it actually became canon or not.
I even wonder if Brutus would be called Bluto here in Portugal because of "his brother stole the name".
@BillyBnOfficial, I think it's because the original Nintendo game used Brutus's name and design and this remake used Bluto's design but not the name.

The game itself refers to him has Brutus so that's what I went with. Even if Brutus is canonically a different character he started as a different name for Bluto to not get into a lawsuit

@ElmerMouseFan34 Yeah this is Bluto. Brutus is canonically his brother and looks different to boot.
Here's one of the recent comics for example

I'm pretty sure this is Bluto and not Brutus (even though they are almost the same character and even Bluto is known as Brutus here in Portugal)

and my headcanon has Brutus being named Bluto in Portugal because of how we (the Portuguese people) always used Brutus for Bluto.
