@System1500 I'm a bit late, but it's actually in every single battle in a League Stadium! When the camera is flying around, sometimes it has a Rotom Drone icon in a corner, and that's supposed to be live feed from the drone. In the shots that *aren't* those, you can see it flying around sometimes.

Ohhh, I remember where it appears in the game! Iirc, it is when Raihan uses it when he takes a picture on his phone when the (Rematch) Battle against him starts, before he sends out his Pokemon.
New forms for this guy are always welcomed. :)
