The problem is the Busted UV with some of the maps, i lucked out when i ripped this one and it was fine, lavender town and pallete town had this problem

Clearly Pokemon Tower had the same builder as Wayside School.
In the case of Let's Go, this technique is used to give the cliff edges some flair with the tufts of grass. However this is mostly only done in the overworld and not in buildings.
