Use the EyeScaler bones to fit the eyes to the natural proportions in the eyesockets, then the Eyeball bones can be rotated to control where the eye is looking.

Wait how did they do the rotation and scale bones? I want to try and replicate it in blender.

The game fixes his eyes via the animation. This is just how they look when the model is in its T-pose. TBH it does allow for more flexibility in animating them. There's two bones associated with each. The first one is used for their rotation (which direction he's looking in) and the second is used to fit them to the proper proportions. That way they can rotate naturally while proportionally staying the same.
