You can use a .c3b plugin for Noesis by Joschuka. One or two other .c3b plugins work as well for static meshes. For mobile if I remember you'll need to use a quickbms script by spiritovod to decrypt, and etc1tools to export usable textures. I recommend the Switch version. It has nicer texture quality and you can just use the .c3b plugin without the other steps.
