I think this particular model is based on his appearance in the e3 2001 build of the game (and artwork, which is actually kinda hard to find in the internet for some reason), isn't it? You can easily tell color (and less easily, 3D and texture) diferences from his final in game model. I guess they forgot to change this one to the updated/final design, or didn't have time for it. It may not be very noticeable in game anyway.
