One of the most underrated Nintendo villains of all time.
He should be in the NPC category. You don't even fight him, you just press the attack button and it triggers a cutscene where Fox and Scales fight for 2 seconds, only for Andross to appear and be like "Scales, you die and let Fox complete the game, I'm the final boss" Lizard guy dies and Fox fights Andross. Definitely a boss
This character is perfect.
In mugen, Scales deserves a CPS3 music theme. Interesting to use in mugen against Hol Horse.
