Or the story could have been more related to his concept design (terios) who looks way more like Sonic than Shadow does, but i believe his design was changed after most of the story was already written, and people mistaking shadow for sonic just became normal somehow

Glad to see more people who realize this.
@marioandsonicfan04 Yeah, I think that's it. I've never seen it that way before. The video is brightened so that WE can see it's not Sonic, but story-wise the video is too dark for the characters to really see the color or fine details of Shadow.
People mistaking Shadow for Sonic actually makes sense when put into context. Shadow stole the Chaos Emerald at running fast speeds at NIGHT and all they know is there is a fast-moving hedgehog that has a similar silhouette to Sonic and Sonic has transformed into his super form in front of hundreds of people and Shadow's quills look exactly like Super Sonic's.
