This is not the same low polygon model used in Sonic R, but both of them's origin comes from there.

@You Gotta be Joshing me: Like with Flandre9999vr's comment below, he's an unlockable skin for the Kart Racing mode. But yeah, still odd how this was essentially his only appearance in a "modern" game (until Sonic Generations, that is).
Where was Egg Robo used? I thought he was no longer used by the time SA2 came out.
He's playable in Kart Racing though...?
