This is unused - a 2D graphic with a different appearance was used for the big rotating platform in 2-Tower.
If I am correct, these are a gimmick from the tower level in the desert world. They come in 4's and rotate around in a circle. I honestly don't know why they're 3D since there are already 2D platforms that can function exactly the same.
