He's actually a blowfish, he puffs up to attack. Oddly enough, Titans DS has a completely unique set of mooks from the console games, GBA Titans, and DS Mind, and every last one of them are jackable. This is the most basic. What's extra weird is of the DS version's unique enemies, there's one called "Brat" that is basically the same idea as the "Bratgirl" from the console game.... yet is also totally different.
I thought it was a pun on the phrase "low blow" XD
