SFYTAG, in the 90s many 3D models created that way because it was easier to animate them that way. They couldn't give much details to the models. Console models especially went through that. Heck GTA3 models are also like this and they were made in 2000-2001.

Yeah, the 2003 model doesn't fit very well; it's way too shiny, turns the fur textures the models originally have to more of a flat color, ruins the detail consistency with other models, and the facial animation somehow looks worse with it.
except for how this one looks stylisticly better
I don't really get it when people say this model is better than 2003 one, when 2003 is a smoother, higher poly model.
This is a nice model, for 98 game and DX model is good for a 2003 game. This isn't better than the other, nor the other is better than this. It's just DX one is for a hardware that can render more vertices on the screen.
