kewl, i kinda like that

@ripoof: See my comment to Proking235 earlier.

The character originated from the gigaleak, if this character never appeared in any Mario game then should this be allowed?

@IAMAWSOME7 Its final name should be Grabya.

we are not 100% sure what its name is

the source code leaks file name for this unused enemy was motos

A more fitting name would be "Grabby Boi"

None of these customs would exist without the game releasing. Should none of them exist?

Okay, let me explain my thinking. You see, I completely understand why content from the Gigaleak is disallowed. Content from that leak, like Indiana Jones says, belongs in a museum. However, much like how Indiana Jones acquires his artifacts, these assets were stolen. Ordinary rips are technically legal as anyone with the skills can dump the ROM of the game and extract them. Now while most don't dump the ROM, it would be ridiculous for any developer to try and persecute people for extracting the graphics. However, everything from the leak was attained provably illegally as those assets don't exist anywhere else. 100% custom models of things in the leak aren't from the leak sure, but even then the things being modeled wouldn't be known if the leak didn't happen, and I'm sure Nintendo knows that. Unlike things directly from the leak, it's possible that these things could go under the radar, but even then these kinds of things are more likely than anything else to bring unwanted attention.

@Proking235: Look, we're not gonna disallow users from making entirely custom content based on unused / leaked ideas, that'd be like saying "Nobody's allowed to make a SM64-styled Luigi model ever again because Nintendo already had one" or "if you make a custom Pokémon sprite / drawing based on the SpaceWorld demo you're banned".
But that being said, we're continuing to disallow assets ripped from the leaks, and we've already caught a few users trying to pawn off ripped leak models/sprites claiming they were customs, so it's not like we're not gatekeeping this sort of thing...
(...Frankly I wish this leak never happened in the first place, would've saved us all this grief...)

@Proking235 Only if it's 100% custom, it's allowed.

Now, this might cause some controversy. You already had that big post saying that you won't accept anything from the Gigaleak and yet here you are, allowing Motos. This is a custom model to be sure but these enemies do not exist in the final ROM of SM64. They were only found because of the source code leak. Before you could argue you weren't making a double standard, but this almost voids that argument.

yes they were meant for 64

Super Mario 64, the game they were unused in?

What game would these enemies have been in if they were used?
