This is just Bowser, but with Jr's head and missing spikes.
Yoshi's New Island version of Mega Baby Bowser is composed of Bowser Jr's head with different eyes and Bowser's body.

Well, actually, Baby Bowser actually came before Bowser Jr, but, then again, this model was made years after Bowser Jr.
