It's common practice not to model details of a character that are never seen by the player. You never see this person's lower half, so the developers didn't model it. It would just be extra work for no reason.
That guy have a look which does not fit the game and he is just a half of a thing.
I’m a straight dude but I did always find him to be rather dashing looking.
