Yeah because if the eyes where regular-sized Then the eyes won't be visible due to the low 3ds/ds Resolution. And the torso had to be a little wider
Ds models look worse than that I say 3ds.
It's a 2d platformer on 3DS, the characters are meant to be seen from very far away.
That's why the proportions are slightly exaggerated too.

Still... The 3DS is capable of much better graphics than this... Just look at 3D Land Peach Model
